What is the definition of an inoperable vehicle?

    An inoperable vehicle is any motor vehicle, trailer, or semi-trailer which is affected by any one or more of the following conditions:
- Not in operating condition;
 - Has broken headlights/taillights, broken windows, or flat tires;
 - Does not display valid licese plates; and
 - Does not display a valid inspection decal, or displays a decal expired by more than 60 days.
 
Please note: Even if the vehicle has valid license plates and a valid inspection decal, if it is not in operating condition, it is considered an inoperable vehicle.
