How does the City handle missed bulk collection?

Residents may place up to six bulk items at the street edge (no alley collection) for collection. Only six bulk items will be picked up; items in excess of that number on the City right-of-way are a violation of City code.  Bulk items include appliances, mattresses, bagged items, furniture and other items not appropriate for refuse or recycling collection. No building materials generated from remodeling or renovation will be serviced. No more than two automobile tires will be collected per week; the tires must be taken off the rim. After the seasonal leaf program (held during November and December), bagged leaves are picked up as bulk but are limited to six bags or less if other bulk items are placed out.

 

Bulk items may be set out for collection as early as 7:00 pm on the eve of the scheduled collection day.  Items must be set at the collection point no later than 7:00 am on the day of collection. Citizens are encouraged to wait until the next morning to report a missed collection as refuse crews are currently working 10 hours days. If a citizen calls in a missed collection, it may be that the truck has not serviced that area yet. Also, refer to the holiday work schedule for altered work schedules. 

 

Even if the citizen has placed his/her bulk out, it may not be picked up under certain circumstances as follows: 1) Bulk exceeds the 6 bulk item limit; 2) Bulk includes building materials which cannot be serviced pursuant to City Code 14.1-21; 3) All bulk items are serviced from the curb/street NOT the alley; 3) Bulk and brush are mixed and needs to be separated by the citizen; 4) Bulk is too close to other items; 5) Bulk is blocked by a vehicle; 6) Bulk is not at the curb/street; 7) Bulk is mixed with loose trash; and 8) Bulk is not clear from low wires. Under the aforementioned circumstances, Solid Waste Management will not come back out and pick up the bulk, and it must be removed from the curb until the next bulk collection cycle.   If the bulk placed at the curb exceeds the 6 bulk item limits, citizens must remove the bulk within 24 hour, or the City will service the bulk and a charge will be rendered to the citizen pursuant to City Code Section 14.1-23, 14.1-3 (f) (g).  The same standards will apply to building materials that are serviced by the City.

 

Throughout the course of their routes, Solid Waste Management drivers radio into operations staff and notify them of the addresses where there are issues about the location of the bulk items or the items themselves if there are reasons why they cannot be picked up.  Operations staff maintains daily reports with this information in order to respond to citizens who call in to say their bulk items were not collected. If the driver did not call the non-service/missed collection into operations, a Solid Waste Management Supervisor will be sent out to investigate the citizen’s concerns and determine if a truck will be sent back out to collect the missed bulk collection.
